Matjhabeng Local Municipality came into existence on 05 December 2000 after the amalgamation and emergence of the former six Transitional Local Council into one financially viable and economically sustainable municipality. Matjhabeng Municipality incorporates the city of Welkom and the towns of Odendelsrus, Virginia, Hennenman, Allanridge and Ventersburg with a combined population of more than 500 000 people. The economy of the Matjhabeng Municipality area centered on mining activities located in and around Allanridge, Odendelsrus, Welkom and Virginia.

Metsimaholo Local Municipality is an administrative area in the Fezile Dabi District of the Free State province. Metsimaholo means ‘big water' in Sesotho. The municipality was established in 2000 through the amalgamation of the then Sasolburg, Deneysville and Oranjeville Transitional Local Councils. Naledi Local Municipality is an administrative area in the Xhariep District of the Free State. The name is a Sesotho word meaning ‘a star'. The municipality is located in the eastern highland of the region and a border gate to Lesotho is just 7km from Wepener. The area is traversed by the N8 Maloti Tourism Route and the R26 route.
